MSD’s Sewer Overflow Response Protocol

The Federal Consent Decree directed MSD to develop a Sewer Overflow Response Protocol (SORP) for review and approval by U.S. Environmental Protection Agency (EPA) and Kentucky Department for Environmental Protection (KDEP). The SORP establishes the timely and effective methods and means by which MSD staff accomplish the following activities:

  1. Responding to, cleaning up, and/or minimizing the impact of Sanitary Sewer Overflows (SSOs) and Unauthorized discharges;
  2. Reporting the location, volume, cause and impact of SSOs and Unauthorized Discharges to EPA/KDEP; and
  3. Notifying the potentially impacted public.
