Basins are a key part of achieving safe, clean waterways

Rainwater can enter the sewer system during rain events and cause a mixture of sewage and rainwater to flow untreated into our waterways. Proposed and existing storage basins—throughout our city—are designed to retain the mixture of rainwater and sewage until the rain subsides, and then gradually release it back into the sewer system for treatment.

The covered underground Portland Storage Basin will offer the Ohio River protection from combined sewer overflows.


June 27, 2017 Pardon Our Dust Meeting

MSD held a Pardon Our Dusty Meeting concerning the Portland CSO (Combined Sewer Overflow) Basin to be constructed in Lannan Park.  This meeting provided you with an opportunity to learn more about the construction process and timeline.  MSD Project Manager Jacob Mathis and the Construction Team were on hand to answer your questions.

September 29, 2016 Pardon Our Dust Meeting

MSD held a Pardon Our Dust Meeting concerning the Portland CSO (Combined Sewer Overflow) Basin Interceptor Relocation — part of the Portland CSO Basin Project — to be constructed in Lannan Park.  The Interceptor location will prepare the site for the future basin construction project by moving an existing gravity sewer that passes beneath the property.

June 14, 2016 Advanced Design Meeting

MSD held an Advanced Design Meeting concerning the Portland CSO (Combined Sewer Overflow) Basin-a covered underground basin-to be constructed in Lannan Park on June 14, 2016 at the Neighborhood House-201 N 25th Street.

This meeting provided information about the advanced design phase of the basin, and offered an opportunity for input and comments.

January 26, 2016 Conceptual Design Meeting

MSD held a Conceptual Design Meeting concerning the Portland CSO (Combined Sewer Overflow) Basin—a covered-underground basin—to be constructed in the Portland neighborhood.

This meeting will provide you with information about the conceptual design phase of the basin, and offer you an opportunity for input and comments. 

This basin project will greatly lessen the occurrence of combined sewer overflows—untreated sewage—entering our local waterways, and it will reduce flooding in the area during rain events.

February 9, 2015 Public Input Meeting

MSD conducted a sewer overflow abatement project review and input meeting on Tuesday, February 9, 2015, at Western Middle School. MSD Staff spoke about specific projects and programs. Presentations were made on the Integrated Overflow Abatement Program (IOAP) progress to date, and the plans for the CSO190 Portland Wharf Basin project.
